Sea freight: Australia implements new fumigation measures

As of September 1, 2018, sea freight shipments to Australia must be fumigated against the Brown Marmorated Stink Bug (BMSB). The new measures extend the previously common practice of fumigating sea freight packaging against BMSB to treating the entire contents of shipments. The BMSB season will be in effect for goods shipped to Australia between September 1, 2018, and April 30, 2019. As of August 24, 2018, Australian authorities have identified the following ten risk countries of origin:
 
  • United States
  • Italy
  • Germany
  • France
  • Russia
  • Greece
  • Hungary
  • Romania
  • Georgia
  • Japan

This list of BMSB risk countries may be revised by Australian authorities at any time. Goods that have been produced in, or transshipped through, these countries must be treated accordingly. This provision applies only to sea freight shipments. Project cargos, as well as LCL shipments, must already have been treated in the country of origin. The Australian authorities define two categories of goods that must be treated: ‘target high risk’ and ‘target risk’. Treatment options include heat treatment, methyl bromide fumigation (prohibited within the EU), and sulfuryl fluoride fumigation. Any untreated target risk goods will be immediately returned by Australian authorities at the shipper's expense.
