Update from China: Extension of the lockdown

Due to the rise in case numbers, increased COVID-19 restrictions were taken in China, which have now been extended. This has an impact on DACHSER's operational activities:

Overview

• The number of COVID-19 cases has been increasing in Shanghai. Although the original plan called for the lockdown to end on April 1 in Pudong, it has now been extended to April 5. Residents living in communities with positive cases must be quarantined for further 7 to 14 days.
• The lockdown in Puxi started on April 1 as planned, following the same measures as taken in Pudong. It is expected to end on April 11.
• During the lockdown, measures will continue to be taken, including massive COVID-19 testing, suspension of public transport, shutdown of stores, halting production and business activities, and employees will only be allowed to work from home.

Impact on logistics

• The impact for trucking is becoming more serious, with pick-ups and deliveries being severely affected.
• For air freight, import gateway of DACHSER in PVG is operational and flights continue to land at the airport. The export gateway of DACHSER remains closed and handover is suspended until April 11, 2022. In response to this, DACHSER is working on solutions via alternative airports. Land transportation is still restricted.
• For sea freight, as of now, DACHSER has not experienced any systematic schedule changes (i.e. port omission) and the port of Shanghai is still being served as scheduled in most cases. DACHSER is monitoring the situation very closely. Effective of April 4, all LCL shipments out of Shanghai this week and the coming week are suspended. LCL shipments that have already arrived at the CFS will be handled. FCL trucking is still possible, but more and more neighboring cities are banning trucks from Shanghai. DACHSER is taking actions to divert as many shipments as possible to Ningbo via different routes.  
• For suppliers located in Zhejiang province, FCL pick-up is available for shipping out of Ningbo.
• For FCL shipments from suppliers located in Jiangsu province, where local policy may reject trucks from Zhejiang province, DACHSER is trying to arrange barge service ex Taicang port to reach vessels out of Ningbo.
• For suppliers located in other provinces, DACHSER is offering solutions case by case, or wherever barge option is possible.
• DACHSER's locations in Shanghai, including the downtown office and the PVG Airport office, have implemented a work-from-home policy since March 21, while the Huaqiao warehouse is closed. You can reach your local contact through the usual communication channels.

Current situation in India and the impact on DACHSER’s operations

Regarding the current situation in India, we would like to give an update about DACHSER’s operations in India. The situation as of today, April 28, 2021, is as follows:

Most branch offices across India are being kept closed as a precautionary measure due to the sudden rise of COVID cases. Our teams are working from home, with only skeletal staff at the offices and hence there are likely to be delays in responses due to the ongoing crisis. As a consequence of the lockdown, there are some operational impacts for air, sea, customs clearance and domestic trucking.

Air Freight:

• Most countries have barred passenger traffic from India leading to no passenger carrying flights operating on International routes from/to India
• This has created some additional constraint on already stressed space availability situation
• Rates are bound to inch upwards for all sectors
• Transit times too have increased as a consequence of capacity crunch

Sea Freight:

• Sea freight was already facing the challenges due to the Suez Canal blockage end of March.
• Ports and terminals are functioning normally, but vessel schedules are impacted by the Suez Canal blockage as well as the sudden rise of COVID cases in India.Therefore delays are expected. Customers are advised to factor in delays of 1-2 weeks while planning their inventories.
• We expect more delays in communication or operations due to increasing COVID infections among staff at ports, customs, CFS and shipping lines.

Customs:

• We do not have any unexpected disruptions in cargo movement in India, nor is any work stoppage expected at present.
• Customs clearance activities are functional at the movement.
• Customs is working with less manpower, no Customs Brokers is allowed to meet the customs officials, all processes is done faceless and things are moving in slow phase.

Coronavirus: updates on DACHSER’s operations in China

The Novel Coronavirus Pneumonia recently spread rapidly in China and many cities and provinces have confirmed cases. In order to keep the epidemic under control, the Central Government has announced the extension of the Lunar New Year holiday to February 2. Local authorities, however, have requested enterprises in that region to not have their employees return to the office until a specific later date, mostly on February 10.

DACHSER Branches

Most of the DACHSER branches will officially re-open on February 10. Starting from Monday next week, February 3, depending on cities and permissions from local authorities, skeleton staff will be arranged to enter the office building to manage critical shipments and minimize impact like detention, demurrage fee, TLX release and etc. We regret that we could not provide full operations but will try out best to maintain basic services.

The date for re-opening is changing on a daily basis and is subject to change depending on the situation. As of today, January 31, 2020, the re-opening date of each branch is as follows:

Operations in Wuhan

DACHSER’s staff from Wuhan branch will work from home and part of the operations will be handled via our Shanghai team. Hubei Province Authorities announced that customers will need to apply transportation certificate from the local government and hand in the certificate to logistics company if they wish to have shipment to enter or exit the province by trucks.

General business in China

While we are trying our best to keep the operation as smooth as possible, please note that most of the factories in China are still closed; trucking services, flights and terminals are operating at minimum service level. Delays and other operational issues are to be expected.
